The Iron Jang Bong is used for +2 to Sorceress Skill Levels and 20% Faster Cast Rate at required level 28, the cast rate reaching the 20% breakpoint for an 11 frame cast.
The individual skill bonuses are spread across all three trees, +3 to

Blaze, so no build picks up more than one of them. Nova is also cast on the separate Sorceress lightning table, where 20% falls short of the 23% needed for 16 frames and leaves it at 17.
